Please check if your conditions type JP3I, under Master data section you have maintained the pricing procedure and any reference condition, if so the settings for that reference condition should be maintained correctly. Can you also check the condition category for Tax jurisdiction level is correct under control section, as your error message says I1 whereas you maintained tax rate for I3. Check if you have maintained target target input code correctly (you can see under properties for I3).
